The Broken Chain is a cult and terrorist organization, really only appearing since the Cackledread War. Their goals are not clear, but they have a tendency to cause mayhem by either producing large alchemical or magical effects in public places, or by assassinating individual targets.

Darstina Tallcrippler and Peren both seem to think that the Illustrious Menagerie of Peacocks has some tie to the Broken Chain, somehow using them for their own ends, particularly as an assassination tool. So far, however, no specific evidence of this link is forthcoming.
