Zaghark is one of Regthor Longbeard’s advisors. Unlike most of his advisors, she is a representative sent by his “benefactor” — the devil Tetposmeton.

Zaghark’s interaction with Boudica suggests that the dwarven crone might be a hag disguised as a dwarf, although who knows for sure? (She certainly knew about Boudica’s activities in the Domains of Dread, though.)
