Tikulti is (or was) a doppelganger triple-agent. Initially introduced as an agent in the employ of Captain Kalaes and the Citadel, Captain Kalaes explained that he was posing as a member of the Wordbearers as part of the Citadel’s gambit to put the Wordbearers in charge of the northern goblin tribes.

However, after his betrayal at Graywall, it was revealed that Tikulti is actually a Broken Chain agent working for Demise. After a confrontation with the Shields of the Sorrowfell, he was captured and executed by the Citadel.
